The two bills, SB 948 and AB 1743, will mandate firearm safety education and training and reduce gun trafficking
SACRAMENTO, CA, September 1, 2026 — Brady, the nation’s oldest gun violence prevention group, applauds the California State Legislature for passing two gun violence prevention bills.
SB948 will ensure that individuals who purchase firearms are provided with meaningful education on state gun laws and the fundamentals of firearm safety, including secure gun storage and safe firearm handling. The legislation brings California in alignment with a growing number of states that require training and education to obtain a firearms safety certificate before purchasing a firearm. AB1743, also known as the Trace Data Sharing bill, will help public officials and researchers identify irresponsible gun dealers who fuel illegal gun trafficking by providing crucial data that links a firearm recovered by law enforcement to the location of its first retail sale. This transparency helps ensure reckless gun dealers are held accountable when their practices contribute to harm.
Together, SB948 and AB1743 will prevent gun violence before it happens by educating gun owners on secure firearm storage, California’s gun laws, ways to prevent violence, and how to safely handle firearms, and by cracking down on firearms trafficking.
Brady California Legislation and Policy Chair Ruth Borenstein said:
California has long been a leader in the gun violence prevention movement, and the passage of these two bills further cements that legacy as the Golden State takes critical, proactive measures to prevent gun violence before it happens. Trace data and firearm safety education and training are essential for our communities to be fully informed both on how firearms end up at the scene of crimes and how to keep you and your loved ones safe when bringing a firearm into your home.
We thank our Brady California grassroots activists, Sen. Arreguin, and Assemblymember Wicks for championing these bills. We now urge Gov. Newsom to finish their work and sign these two bills into law.
California State legislators also passed several other Brady priorities including AB 1943, AB 1974, AB 2378, AB 1753, AB 2047.

Brady: United Against Gun Violence is the nation's oldest gun organization working to free America from gun violence. We believe that changing laws alone won’t end our nation's gun violence crisis; we must also change hearts and minds. That’s why we take a comprehensive approach to end this epidemic: change the laws, change the gun industry, and change the conversation about guns in America.
