What is the Constitutional Concealed Carry Reciprocity Act of 2025 (HR 38 & S 65)?
The Concealed Carry Reciprocity Act would dramatically expand the number of people carrying loaded, hidden guns everywhere in the United States, without training or screening, and regardless of state law.
This bill would establish a dangerous framework that would force states with stronger concealed carry standards to allow nonresidents from states with weaker or no standards to carry hidden firearms within their borders — including at parks, playgrounds, on school grounds, and public transportation.
And the consequences will be deadly. There would be no stop gap to prevent a domestic abuser or individual convicted of a violent crime from carrying a loaded, hidden gun anywhere in the U.S. without detection. That’s because of guns purchased through private sales, often online or at gun shows, that don’t require a background check. And in some instances, nonresidents would be able to legally carry hidden firearms even if a state’s laws would otherwise have prohibited them from purchasing a gun.
The Concealed Carry Reciprocity Act would make it impossible for police to assess whether an individual is carrying a firearm legally. At the same time, it would make officers civilly liable simply for detaining someone to verify whether they are lawfully carrying a concealed weapon, creating a chilling effect that discourages enforcement altogether.
